Job Description
Position Summary:
This position is responsible for facilitating the land acquisition and titling through the conduct of initial appraisal of properties for acquisition, document preparation, collation, review, and land inventory ensuring that all documents sourced and prepared are accurate and properly executed. It also ensures that the documents required to complete the Sworn Declaration, Reclassification and Conversion are in order and accurate.
The position is in charge of monitoring updates and payments including but not limited to RPT, and installment payments. Secondarily, the position may be tasked with providing assistance to other members of the Compliance team.
Duties and Responsibilities:
Land Acquisition
- Whenever relevant, coordinates with legal counsel/AP PDE/Legal/COM Manager/Legal Manager and Third Party Contractors to ensure that attendant land documents being prepared/consolidated for land acquisition conform to laws and regulations.
- Examines all documents on land acquisition submitted by AP PDE ROW Officers/ Assistants ensuring that these are complete, valid and properly executed.
- Collates documents related to land acquisition and endorses to the COM Manager for review and approval to ensure that these documents and their attachments subscribe to legal and regulatory standards.
- Prepares and facilitates the processing of the Lot Purchase Form for approval ensuring that all computations are accurate and all required documents are attached.
- Prepares Request for Payment (RFP), Tax Forms (if necessary), and other documents relevant to the processing of payments for the land subject for purchase ensuring proper and accurate payment of fees.
- Monitors the schedules of payments for lots bought under terms or installment basis, and ensures that schedules of payments are observed.
- Prepares Deeds of Conveyance, promissory notes and other documents necessary for land acquisition ensuring that these conform to laws and standards.
- Coordinates with end-users on matters relating to securing Sworn Declarations/Statements.
Land Titling
- Prepares all documents needed for titling applications, petitions and hearings and ensures that all documents are properly prepared and timely submitted.
- Prepares all documents required in the processing of transfer of ownership of tiles and tax declarations ensuring that these are accurately and properly prepared and timely submitted.
- Coordinates with legal counsel and trial court staff to determine hearing schedules and updates on titling cases.
- Assists the Right-of-Way Officers/Assistants in the procurement of documents related to land titling ensuring they are complete, accurate and filed on time.
- Communicates with national and local government officials, claimants, legal representatives regarding land titling ensuring that all issues are properly identified and elevated for resolution when necessary.
Land Inventory
- Maintains all department files and records and ensures that all files are constantly updated and can be efficiently retrieved when necessary.
- Prepares Request for Payments for the payment of real property taxes due on all properties owned by the business unit ensuring that payments are made on time to avoid penalties.
Land Reclassification/Conversion
- Compiles all relevant documents needed in reclassification and conversion.
- Coordinates and develops relationships with counterparts in DAR, LGU, and other related government agencies ensuring alignment with business unit's business objectives.
Minimum Qualifications
- Bachelor's degree in any business or project management course
- Pre-law preferred, but not required
- At least 2 years of relevant work experience
Competencies:
- Knowledge of land titles and deeds, including Reclassification, Land Use Conversion, RPT, and related laws
- Familiarity with titling process, documentation and transfer of ownership
- Writing and Communication skills
- Computer Skills and Proficiency in MS Office applications such as MS Word, Excel and PowerPoint presentation.
- Ability to establish rapport with government agencies esp DAR, LGU-lands, and DENR among others
- Influencing and negotiation skills
- Organization skills
