Job Description

Position Summary:

This position holder will be assisting in the effective and efficient implementation of company rules and regulations including national, local and community laws pertaining to safety, environment and health. He/she will be leading in preventing safety environmental related incidents and near misses. The position holder will be responsible of all Environment, Health and Safety related matters of Project Delivery, in addition to capacity building on Occupational, Health, Safety and Security and Environment, Health and Safety Management System and of Project Management Procedure, responsible for all EHS control activities designed to prevent incidents or improve performance of the project. At the Project Delivery Stage, he/she shall be responsible in ensuring all works are implemented according to the approved management plans, ECC/CNC and LGU requirements.

Duties and Responsibilities:

  • Verifies and evaluates incidents/accidents/near misses reported by the ERT, assists in determining the root causes and corrective actions taken to prevent recurrence.
  • Review EPC ERTL in the conduct of investigation of incidents/accidents and near misses and discuss report and analysis to the CHSC.
  • Maintains an incident recording system (accident statistics, man-hours worked) and presents these during the CHSC.
  • Submits annual/quarterly incident/accident/near miss reports to the Department of Labor and Employment (DOLE) Regional Offices and the Bureau of Working Conditions (BWC).
  • Identifies hazards (existing and potential), assesses risks, and implements controls to eliminate identified hazards at site
  • Maintains records of Health, Safety and activities and orientations, assists in emergency preparedness drills conducted and maintenance of fire fighting facilities
  • Prepares emergency preparedness plans, programs and responses to ensure risks are managed and mitigated; includes these in the existing emergency preparedness response procedures.
  • Monitors and enforces use of Personnel Protective Equipment (PPE) and maintains a list of PPEs provided.
  • Review EPC and other project contracts safety programs/activities in promoting housekeeping.
  • Conducts regular and special EHS inspections at project and prepares inspection reports that are transmitted to the Project Manager for reference/action.
  • Ensure that the approved Construction Health and Safety Plan (CHSP) and Project Management Safety Plan are implemented at a satisfactory level.
  • Verify that construction safety officer(s) properly complete and document all on-site observations and noncompliances and to ensure compliance with the approved CHSP.
  • Ensure that any changes in approved EHS related plans described herein and that, when appropriate, with approval from the Project Manager.
  • Identify EHS related problems, initiate and to recommend actions to Project Manager and/or Project Director to prevent/correct observed violations and deficiencies.
  • Involved in internal TMI reporting that the Top management is kept abreast of Construction EHS matters of the Project.
  • Closely coordinate with staff on the approved method and adaptation on all aspects of work and recording of works.
  • Recommend removal and replacement of hazardous equipment and materials incorporated in the permanent project components prior to commissioning.
  • Prepares and Maintains documentation and reports by collecting, analyzing and summarizing information and results including corrective and preventive actions
  • Check and Monitor any variation orders and extra works that are deemed necessary during the progress of the project activities.
  • Prepare necessary documentation on change orders including details such as reasons for change, costs (deductive or additive) to justify the same and seek comments and approval of the Project Manager and/or the Project Director whichever is present.
  • Consolidate weekly and monthly project status reports and change orders deemed necessary for the completion of internal ‘monthly progress report’ for management, office and file copy.
  • Works actively with the contractor and project management teams to understand project objectives and priorities and to meet project objectives with regard to safety, health and environment.
  • Coordinate with the EPC contractor representative and Site in-charge for inspection and meeting about safety problems including the closure of Non-Compliance Report.
  • Coordinates with the Documents Controller regarding the release of SOR & NCR documents
  • Maintains records on Work Environment Measurement and identifies controls to reduce or eliminate such.
  • Evaluates equipment and design systems for mitigation support in areas of safety.
  • Complies with company policies and procedures, safety rules and practices.
  • Conforms to the company’s Integrated Management Systems policies, standards, procedures and guidelines.
  • Reports Integrated Management System events/incidents or potential events or other risks to the organization
  • Protects information assets from unauthorized access, disclosure, modification, destruction or interference by:
    • Storing confidential data, forms, contracts, manuals, books and other documents to locked storage rooms/steel cabinets.
    • Storing safety equipment, gadgets and other devices to locked storage rooms/ steel cabinets
    • Creating contracts with information security clauses in conformance to Information Management Systems Policies and Guidelines.
  • Performs other related duties and responsibilities that may be assigned from time to time by immediate superior consistent with the purpose of this role.
  • Ensures that work under their control is carried out safely and without risks to health.
  • Comply with requirements outlined in the environmental management plan.
  • Report to Project Management Team on contractor’s performances and project issues and generate reports as required.
  • Evaluate final documents of the project which will include among others, safety reports.
  • Evaluation regarding final clean-up prior to hand-over of the project.
  • Complies with company policies and procedures, safety rules and practices.
  • Conforms to the company’s Integrated Management Systems, policies, standards, procedures and guidelines.
  • Reports any Integrated Management System events/incidents or potential events or other risks to the organization.
  • Protects information assets from unauthorized access, disclosure, modification, destruction or interference by:
  • Storing documents, forms, contracts, manuals, books and other documents to locked storage rooms/steel cabinets.
  • Creating contracts with information security clauses in conformance to Information Management Systems Policies and Guidelines.
  • Maintaining confidentiality and integrity of all other related documents.
  • Performs other related duties and responsibilities that may be assigned from time to time by immediate superior consistent
  • Assist in completion of the Project Risk Management Plan (PRMP) with the purpose of this role.

Minimum Qualifications

  • Bachelor’s Degree Holder in Engineering (ME/IE/CE/EE)
  • Licensed Engineer
  • At least 5 years of relevant experience in COSH; preferably an COSH Practitioner (accredited by the Bureau of Working Conditions – DOLE);
  • Must have completed the 40-hour Construction Occupational Safety and Health Training Course as prescribed by the Bureau of Working Conditions;
  • 2 years leadership experience
  • 3 years of Project experience
  • At least 5 years of relevant experience in COSH; preferably an COSH Practitioner (accredited by the Bureau of Working Conditions – DOLE);
  • Must have completed the 40-hour Construction Occupational Safety and Health Training Course as prescribed by the Bureau of Working Conditions;
