Main Duties and Responsibilities: 
I. Section Management and Development 
• Sets the direction of the Grounds, Trees and Waste Management Section and 
determines its operational goals in alignment with the Group goals, Office goals and 
Cluster mandates 
o Conducts strategic assessment and evaluation of the Section’s processes, 
programs, and initiatives, ensuring continuous improvement, maintenance. and 
adjustment in program and service delivery 
o Regularly monitors the achievement of Section metrics and goals 
• Oversees the development of Section policies and provides inputs for the 
development of the general Office policies 
• Implements quality assurance programs to ensure safety practices are followed and 
duties completed 
• Prepares and monitors the Section’s budget and expenditures and recommends cost 
effective solutions for the Office 
• Manages the performance of employees in the Section by setting standards/targets, 
monitoring, and evaluating performance, and providing development opportunities

II. Grounds and Trees Management Operations 
• Establishes the following standards for the grounds, trees, and waste management 
service operations: 
o complement requirements, rotation and deployment schedules 
o grounds and trees maintenance, and waste management safety methods and 
standards 
o supplies allocation and utilization 
• Gathers and reviews operational data/information, and writes operational reports 
• Monitors utilization of supplies and equipment, controlling stock levels and issuance, 
and recommending procurement of such, whenever necessary 
• Organizes work of solid waste management operations to minimize costs

o Inspects the work outputs of service providers, ensuring their compliance with

standard operating procedures, national and local regulations (e.g., proper 
hauling of solid waste and recycling, etc.) 
o Analyzes layout plans to identify access for collection vehicles performing solid 
waste collection services 
• Resolves stakeholder concerns by attending to queries, and investigating complaints 
and recommending corrective action 
• Reviews new and renovated building projects to identify grounds services operation 
needs

III. Waste Management and University Pollution Control 
• Oversees proper performance, operation and maintenance of environmental 
management facilities or systems of establishments, in coordination with the Ateneo 
Institute of Sustainability,

IV. Performs other duties that may be required by the Immediate Supervisor and 
authorized representatives

	<li>Oversees the development of policies of the Section and provides inputs for the development of the general Office policies</li>
	<li>Prepares and monitors the Section’s budget and expenditures and recommends cost effective solutions for the Office</li>
	<li>Administers and revises (as needed) campus construction and renovation policies and guidelines with adherence to the philosophies and principles of the Campus Master Plan, particular in terms of sustainability, building construction health and safety, and legal / regulatory requirements </li>
	<li>Manages the performance of employees in the Section by setting standards/targets, monitoring, and evaluating performance, and providing development opportunities</li>

Construction Management

Design Development Review

Reviews building plans, details and specifications with the Planning and Design team, Project Proponent, Facilities and Utilities team during the regular Technical Workshops and Design Plan Layering, to ensure project feasibility and to identify opportunities for value engineering, architecture and engineering optimization

Construction Bidding

Advises Central Purchasing Office (CPO) on eligibility of contractors in aid of pre-qualification and shortlisting of suppliers and contractors

Prepares and consolidates bidding requirements (e.g. bid documentation, approved plans, specifications, terms of reference, instruction to bidders, and project timelines) 

Pre-Construction and Mobilization

<ul>
	<li>Leads the pre-construction meetings with the project owner and stakeholders, conducts regular project progress reports based on the project timelines.</li>
</ul>

Project Management

<ul>
	<li>Oversees construction and renovation projects, monitoring and coordinating the work and accomplishments of the service providers and trade workers to ensure that all plans and specifications are followed, including the construction methodology, safety procedures, budget, and timelines</li>
	<li>Ensures that the clients are regularly apprised of the progress and challenges of the project</li>
	<li>Serves as the project’s first responder, whenever there are delays and changes in the project, or concerns in the project site, and coordinates it with pertinent people for action. </li>
	<li>Ensures the regular submission of progress reports, including cost estimation to the Director and the client. </li>
	<li>Implements project monitoring and control, including but not limited to the following:</li>
	<li>Manages contractors and suppliers to meet work and delivery schedules for manpower and equipment deployment, fabrication, and material and supplies deliveries</li>
	<li>Controls quality of methods, procedures and workmanship of all contractors and suppliers, and, as warranted, discusses with the Planning and Design Section and APT the interpretation of drawings, specifications and other construction documents</li>
</ul>

Post Construction Stage

<ul>
	<li>Monitors completion of activities in the punch list</li>
	<li>Reports cost summaries and items for follow up and review to the APT during the post construction project evaluation</li>
</ul>

Performs other duties as may be required by the immediate supervisor and/or authorized representatives.
