Job Description
Main Duties and Responsibilities
Section Management and Development
- Sets the direction of the Construction Management Section and determines its operational goals in alignment with the Group goals, Office goals and Cluster mandates
- Conducts strategic assessment and evaluation of the Section’s processes, programs and initiatives, ensuring continuous improvement, maintenance and adjustment in program and service delivery
- Regularly monitors the achievement of Section metrics and goals
- Oversees the development of policies of the Section and provides inputs for the development of the general Office policies
- Prepares and monitors the Section’s budget and expenditures and recommends cost effective solutions for the Office
- Administers and revises (as needed) campus construction and renovation policies and guidelines with adherence to the philosophies and principles of the Campus Master Plan, particular in terms of sustainability, building construction health and safety, and legal / regulatory requirements
- Manages the performance of employees in the Section by setting standards/targets, monitoring, and evaluating performance, and providing development opportunities
Construction Management
Design Development Review
Reviews building plans, details and specifications with the Planning and Design team, Project Proponent, Facilities and Utilities team during the regular Technical Workshops and Design Plan Layering, to ensure project feasibility and to identify opportunities for value engineering, architecture and engineering optimization
Construction Bidding
Advises Central Purchasing Office (CPO) on eligibility of contractors in aid of pre-qualification and shortlisting of suppliers and contractors
Prepares and consolidates bidding requirements (e.g. bid documentation, approved plans, specifications, terms of reference, instruction to bidders, and project timelines)
Pre-Construction and Mobilization
- Leads the pre-construction meetings with the project owner and stakeholders, conducts regular project progress reports based on the project timelines.
Project Management
- Oversees construction and renovation projects, monitoring and coordinating the work and accomplishments of the service providers and trade workers to ensure that all plans and specifications are followed, including the construction methodology, safety procedures, budget, and timelines
- Ensures that the clients are regularly apprised of the progress and challenges of the project
- Serves as the project’s first responder, whenever there are delays and changes in the project, or concerns in the project site, and coordinates it with pertinent people for action.
- Ensures the regular submission of progress reports, including cost estimation to the Director and the client.
- Implements project monitoring and control, including but not limited to the following:
- Manages contractors and suppliers to meet work and delivery schedules for manpower and equipment deployment, fabrication, and material and supplies deliveries
- Controls quality of methods, procedures and workmanship of all contractors and suppliers, and, as warranted, discusses with the Planning and Design Section and APT the interpretation of drawings, specifications and other construction documents
Post Construction Stage
- Monitors completion of activities in the punch list
- Reports cost summaries and items for follow up and review to the APT during the post construction project evaluation
Performs other duties as may be required by the immediate supervisor and/or authorized representatives.
Minimum Qualifications
Knowledge, Skills, and Abilities:
• Administration and Management: Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources (required for Section and Project Management functions)
• Administrative: Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology (required for preparation of bid documents, contracts, and other activities to support bidding)
• Building and Construction: Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads (required for evaluation of methods and procedures in construction as used by contractors)
• Design: Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models (required for understanding and executing building plans and specifications)
• Law and Government: Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process (required for compliance with University guidelines government regulations on construction projects)
• Public Safety and Security: Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions (required for compliance with University guidelines government regulations on construction projects)
• Management of Human Resources: Motivating, developing, and directing people as they work, identifying the best people for the job (required for Section Management functions)
Education and Experience Requirements:
• Bachelor in Science in Engineering (Civil, Electrical, Mechanical) or Architecture • Licensed engineer or architect
• At least 7 years experience managing various aspects/stages of construction projects (e.g. project management, cost control, contract management)
• At least 3 years of supervisory experience
