Under the supervision of the Central Facilities Management Office Director, the Facilities and Utilities Group Head provides oversight of the following functional sections:

The position is also expected to act as the University Certified Energy Manager (CEM) in compliance with RA 11285 (Energy Efficiency and Conservation Act) and as Pollution Control Officer (PCO) in compliance with DENR Administrative Order 2014-02, PD 1856, RA 6969, RA 8749, RA 9003, RA 9275, their respective implementing rules and regulations (IRRs) and other pertinent rules and regulations to include compliance requirements by the LLDA.

Job Summary:

The IT Auditor plays a crucial role in evaluating computer information systems, conducting risk assessments, and performing internal control and audit reviews. He/She ensure compliance with application and infrastructure security standards, identify weaknesses, and develop strategies to prevent security breaches. The IT Auditor also assesses financial, operational, compliance, and reputational risks, and provides recommendations to enhance governance, risk management, compliance, and internal control activities within the organization.

Essential duties and responsibilities

<ul>
	<li>Collaborate with the Head of Department to plan and scope annual and ad hoc information security audits.</li>
	<li>Develop and maintain Internal Audit Procedures to ensure best practices are followed and specific areas of risk are addressed.</li>
	<li>Prepare detailed audit planning memoranda, programs, and procedures for each audit assignment, covering various areas such as network reviews, application systems review, database reviews, security reviews, and more.</li>
	<li>Execute audit assignments, document well-referenced working papers and evidence, and ensure confidentiality, integrity, and availability of data and business applications.</li>
	<li>Prepare comprehensive audit reports, including findings from pre- and post-implementation reviews, general and application controls audits, IT security evaluations, compliance testing, and IT management policy reviews.</li>
	<li>Prepare audit finding memoranda and working papers, ensuring adequate documentation to support completed audits and conclusions.</li>
	<li>Present written and oral reports and technical information in a concise and accurate manner to management.</li>
	<li>Recommend revisions or additions to policies and procedures to improve governance systems, risk management, compliance, and internal control environment.</li>
	<li>Maintain a comprehensive system for recording audit plans, work papers, findings, reports, and follow-up audits. Monitor the implementation of audit recommendations and follow up on findings.</li>
	<li>Address control issues on new business processes, policies, and procedures, and provide consultative services to management as requested.</li>
	<li>Conduct investigative audits when necessary to evaluate instances of fraud, dishonesty, or gross negligence violating the company's code of conduct.</li>
	<li>Perform information control reviews covering system development standards, operating procedures, system security, programming controls, communication controls, backup and disaster recovery, business continuity planning, and system maintenance.</li>
	<li>Provide suggestions and guidance on leading practices in IT risk management, focusing on application and information security, network, data privacy, and DR/BCP.</li>
	<li>Offer guidance to Business and IT management on IT risk management matters, especially related to application and infrastructure security.</li>
	<li>Participate in the change management process, providing recommendations and guidance on security and control risks.</li>
	<li>Review and assess internal control procedures and security for systems under development or enhancements.</li>

I. Frontline and Administrative Support

	<li>Attends to inquiries and requests from stakeholders and visitors of both the Ethics Center and the Office of the Student Activities and Formation and the Office of the Dean from various communication channels (e.g., face-to-face, online, phone, office email) and coordinates the flow of information internally and with other offices concerned</li>
	<li>Receives and records office correspondences and communication materials and carries out appropriate actions</li>
	<li>Prepares and files copies of outgoing correspondences and ensures that they are addressed/distributed to intended recipients in a prompt and efficient manner</li>
	<li>Provide support to the Dean’s various projects and initiatives, such as but not limited to, academic affairs, budget, quality assurance, marketing, School events, etc.</li>

II. Logistical Support for Office Activities

	<li>Assists with the logistical support requirements for the trainings, seminars, conferences, retreats, workshops and events headed by the Ethics Center and the Office of Student Activities and Formation

		<li>Disseminates information and marketing collaterals about these programs and activities through the website, email, and/or print channels, and addresses inquiries accordingly</li>
		<li>Prepares materials, equipment, and tokens while ensuring the reservation of venues, catering, and transportation requirements</li>
		<li>Processes financial arrangements with external vendors such as cash advances, reimbursements, liquidation, and payments</li>

III. Center Management Support

IV. Student Activities and Formation Support

	<li>Assists the Director in managing the day-to-day administrative requirements and implementation of the different programs of the Office of the Student Activities and Formation and the Mulat Diwa Foundation

		<li>Drafts various documents and reports (e.g. requests for funding and endowments, Terms of Reference, CHED reports, etc.) and submits them to the Director for review and approval</li>
		<li>Reviews accuracy and completeness of submitted project proposals, collates and submits to the Director for approval</li>
		<li>Ensures the maintenance and proper usage of the Student Council room</li>

	<li>Assists the Director in drafting the budget of the Student Council and Mulat Diwa Foundation by providing relevant financial data and completing the necessary documentation
