Job Description

Main Duties and Responsibilities

  1. Chemical Regulatory Compliance
  • Constantly updates with Philippine chemical regulations and requirements of the Department of Environment and Natural Resources- Environmental Management Bureau (DENR-EMB), Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) through regular training, seminars, and workshops
  • Coordinates with the different SOSE, HE (OVPHE, ASMPH), and Central Administration Departments and Offices (OP, ULCO, OVPFT, CFMO, CSMO, BEU) in relation to maintaining compliance with chemical regulatory requirements of the Department of Environment and Natural Resources- Environmental Management Bureau (DENR-EMB), Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA)
  • Systematize a centralize purchasing and payment protocol of the government regulated chemicals in collaboration with the Central Purchasing Office and Central Accounting Office for easy monitoring
  • Allocates specific amounts of DENR-EMB, PNP and PDEA regulated chemicals to specific departments and offices based on their needs, purpose, and activities
  • Declares and tracks the movement of DENR-EMB, PNP and PDEA government regulated chemicals beginning from purchase, distribution, storage, usage, and disposal
  • Updates and maintains a complete and accurate inventory of DENR-EMB, PNP and PDEA regulated chemicals
  • Construct semi-annual reports to the DENR-EMB, PNP and PDEA and assures its timely submission
  • Coordinate and liaise on behalf of SOSE and HE to DENR-EMB, PNP and PDEA offices with regards to chemical regulatory requirements
  • Accomplish, process, transact, and submit all necessary documents needed for DENR-EMB, PNP and PDEA chemical licenses and certificates application, and renewal
  • Acts as the main point-person with regards to activities related to DENR-EMB, PNP and PDEA regulated chemicals and license
  • Coordinates with the university PCO with regards to regulatory compliance of DENR-EMB, PNP and PDEA regulated chemicals; processing of PDEA and PNP license, PCL certificate, and CCO Certificate; processing of hazardous waste disposal; and other PCO-related tasks to ensure the smooth operation of the SOSE Departments and Offices
  1. Personnel Training
  • Organizes chemical licensing training for SOSE faculty, staff and researchers
  • Assists the SOSE Dean, Department Chairs, Center Directors and other members of the community with regards to chemical regulatory concerns
  • Updates the SOSE stakeholders with regards to developments in the DENR-EMB, PNP and PDEA chemical regulations
  1. Fiscal Duties and Responsibilities
  • Prepares budget for DENR-EMB, PNP and PDEA chemical license renewals, fines, and processing, including other activities related to DENR-EMB, PNP and PDEA that would require budget allocation
  1. Documentation
  • Maintains documentation for DENR-EMB, PNP and PDEA regulated chemicals, and chemical regulatory related documents
  1. Performs other duties as may be assigned by the SOSE Dean in coordination with the Laboratory Safety and Regulatory Compliance Officer III

Minimum Qualifications

Knowledge, Skills and Abilities:

  • Knowledge Philippine chemical regulations specifically DENR-EMB, PNP and PDEA chemical licensing regulation and guidelines
  • Proficient in Microsoft Office applications and other IT related applications
  • Excellent oral and written communication skills
  • Basic accounting skills
  • Possesses good records-keeping and time management skills
  • Good attention to details and highly analytical
  • Can anticipate problems ahead of time and has a proposed plan of action or solution
  • Willing to learn new things and be trained
  • Team player
  • Exhibits good interpersonal skills, especially communicating with government agencies and other stakeholders
  • Performs tasks assigned to him or her efficiently
  • Physically fit to travel to government agencies and perform chemical audits and inspections

Education and Experience Requirements:

  • Graduate of any 4-year science degree, preferably BS Chemistry, BS Chemical Technician, BS Chemical Engineering, BS Pharmacy and with corresponding PRC license, or equivalent.
  • A graduate degree and government certification related to the position would be an advantage but not required
  • At least 5 years working experience related to chemical laboratories, chemical and hazardous waste management, and Philippine government chemical regulations
  • Additional experience in laboratory, university, or industrial setting related to the position is preferred but not required
  • Exposure to international chemical regulations is an advantage but not required
