The National Economic and Development Authority (NEDA), as reorganized by Executive Order No. 230 (s. 1987) , is the country’s premier socioeconomic development planning agency in the field of macroeconomic forecasting, policy analysis and research. The agency’s key responsibilities include:
(1) Formulation and coordination of socioeconomic policies, plans and programs, including the medium-term public investment programs, programming of official development assistance in the form of grants and concessional loans from foreign governments and multilateral agencies and organizations, and the monitoring and evaluation of plan implementation; and,
(2) Undertaking of short-term policy reviews to provide critical analyses of development issues and policy alternatives to decision-makers.
Infrastructure Staff (IS)
As the infrastructure development arm of NEDA, the Infrastructure Staff carries out the following functions:
(1) Evaluation/conduct of studies on national and sectoral policies in various infrastructure sectors, including transportation, water resources, power and energy, information and communications technology (ICT) and social and other public infrastructure;
(2) Evaluation/appraisal of proposed infrastructure programs and projects, in coordination with the Regional Development Office and in close consultation with the sectoral agencies concerned;
(3) Formulation and updating of the Three (3)-Year Rolling Infrastructure Program (TRIP);
(4) Processing of requests for contract price escalation;
(5) Facilitation of the conduct of Value Engineering/Value Analysis (VE/VA) and Risk Management/Analysis for major infrastructure projects; and,
(6) Monitoring of sectoral performance.
