The Housing, Community Development and Resettlement Department (HCDRD) is mandated to implement Republic Act No.7279, otherwise known as the Urban Development Housing Act of 1992 (UDHA) , in coordination with the Social Housing Finance Corporation, Housing and Urban Development Coordinating Council, the Department of Interior and Local Government and other government agencies concerned , the private sector and other non-government organizations particularly focusing on socialized housing and resettlement programs for the City’s underprivileged and homeless constituents or informal settler families (ISFs); and to undertake programs that will ensure sustained development in the resettlement areas or communities through continuing education, training, providing health and welfare assistance through efficient, honest and committed delivery of public/basic services by its employees.
PROGRAMS AND OTHER SERVICES
SOCIALIZED HOUSING PROGRAMS
Housing programs and projects covering houses and lots or homelots only undertaken by the City or the private sector for the underprivileged or homeless citizens which shall include sites and services development , long term financing , liberalized terms on interest payments, and such other benefits in accordance with Republic Act 7279 and Ordinance SP-2771, 2018.
COMMUNITY MORTGAGE PROGRAM (CMP)
The Quezon City Government as originator through HCDRD implements Community Mortgage Program (CMP). CMP is a financing program of the Social Housing Finance Corporation (SHFC) which assists legally organized associations of underprivileged and homeless citizens to purchase and develop a tract of land under the concept of community ownership.
DIRECT SALE PROGRAM
The City Government’s program that assists the informal settler families (ISFs) to acquire the city- owned or privately owned lot currently occupied by them by way of direct sale payment to the owner through monthly amortization for 25 years.
DIRECT PURCHASE OF LANDS FOR DISTRIBUTION TO ACTUAL OCCUPANTS
This Quezon City Government has been actively pursuing the Direct Purchase approach, wherein the City buys from the owners of the properties occupied by Informal Settler Families (ISFs) with the intention of eventually providing land tenure to the actual occupants thereof.
OTHER IN-CITY LGU HOUSING PROJECTS
This is a program wherein the Quezon City Government initiates construction of socialized housing/condominium projects and makes the constructed units available for application to its qualified residents through a housing loan scheme.
RELOCATION AND RESETTLEMENT PROGRAMS
Relocation of informal settler families (ISFs) from waterways and other danger areas to designated /resettlement sites in accordance with RA 7279.
CENSUS SURVEY OF INFORMAL SETTLER FAMILIES (ISFs)
The HCDRD is mandated to conduct census survey in the community of urban poor in all districts of the City to determine the exact location and number of the informal settler families (ISFs) occupying the different areas in every barangay and to gather vital information/ data relative to their living conditions and to prepare their socio-economic profile.
SUPPORT SERVICES
PROVIDE ASSISTANCE TO QUALIFIED APPLICANTS/BENEFICIARIES OF THE WATER CONNECTION AND ELECTRIFICATION PROGRAM
It is the policy of the state enshrined under the 1987 Constitution to provide basic services such as water and electric utilities to various socialized housing areas in the City. Further, it is mandated by R.A. 7279 to have a coordination between the Department and other line agencies which are essential to the upliftment of the underprivileged sector or society to attain the goals and objectives of the same.
COLLECTION INTENSIFICATION PROGRAM
The HCDRD through its Accounts Management and Monitoring Section targets an increase in Collection Efficiency Rating (CER) of the projects under the Community Mortgage Program. It is also a task of the Department to monitor the payments of the City’s beneficiaries of the Direct Sale Program and other Socialized Housing Projects .
COMMUNITY ORGANIZING AND DEVELOPMENT
Initiates the set-up of community organizations in the depressed/blighted areas to bring greater social awareness and participation. Provides guidance to community organizations and beneficiaries of the City’s Socialized Housing Program.
